
Plans for a Cycleway from Harrow Town Centre to Pinner, which borders the London Borough of Hillingdon at Eastcote, are now at an advanced stage. Harrow residents and visitors were asked to respond to proposed changes to the scheme at Marsh Road. A service road in the original proposal would have been pedestrianised and had a cycle lane running alongside. Local businesses objected to this proposal so a revised scheme was developed to allow the service road to be retained. The revised proposal was open for comments from stakeholders until the 28th of July.
The cycleway will be built with funding from Transport for London (TfL) and construction was originally proposed to be starting at the end of 2025 for completion by 2027. However the consultation on changes to Marsh Road will need to be taken account of before a final scheme can be put forward which includes changes to speed limits, parking etc. This will need a further statutory consultation. Only once this is approved can the scheme be built.
The scheme itself would be a welcome addition to cycling provision in the area, and the idea of connecting one town centre to another with a clearly defined high quality route for cyclists is a sound one. A further cycleway between North Harrow underground and Northolt Parkway station is also proposed. Harrow does not have any Cycleways in the borough at present, but state their target is “to get 40% of homes within 400m of a Cycleway by 2030”.

We are not aware of any similarly advanced proposals in Hillingdon with this level of ambition. Given the timelines involved and TfL funding cycles it may be many years before we see something similar.
